  1. It seemed like the character and the background were drawn separately and then put together. It can help to think of the background as part of the piece. When drawing a person, you won't say, "I'm going to draw eyes on a face background." I also made sure that the light (the diner on the right and the lamp on the left) were reflected on the character (the character's right and left side is highlighted, and the rest is in shadow). I also faded the color at the back of the street, thinking that the rain would probably wash out the color.
  2. I softened the street lamp light. Usually, the kind of hard light that creates a light tunnel only happens on a stage or in a studio. Streetlights diffuse light - they need to illuminate as much as they can and spread the light. The rain is going to soften the light even more, creating a more fuzzy effect. That's because the water droplets will reflect light as they fall.
  3. Finally, at the very top, I drew a thumb of the image in black and white. It was busy. The streetlights compete with the character, and the character is cut off. My suggestion would be to put character fully in the picture, and to make the character stand out more. The character doesn't need to be the brightest thing in the picture - it could be the darkest, for example. But it should clearly be the most important piece.
